The JOBS Act makes up Title IV of <strong>HR<\/strong> 3630 and includes the following:<\/p>\n<p><b>SEC. 4205. STUDY ON EMERGENCY COMMUNICATIONS BY AMATEUR RADIO AND IMPEDIMENTS TO <strong>AMATEUR<\/strong> <strong>RADIO<\/strong> <strong>COMMUNICATIONS<\/strong>.<\/b><\/p>\n<ul>\n<li>(a) In General- Not later than 180 days after the date of the enactment of this Act, the [Federal Communications] Commission, in consultation with the Office of Emergency Communications in the Department of Homeland Security, shall&#8211;\n<ul>\n<li>(1) complete a study on the uses and capabilities of amateur radio service communications in emergencies and <strong>disaster<\/strong> relief; and<\/li>\n<li>(2) submit to the Committee on <strong>Energy<\/strong> and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a <strong>report<\/strong> on the findings of such study.<\/li>\n<\/ul>\n<\/li>\n<li>(b) Contents- The study required by subsection (a) shall include&#8211;\n<ul>\n<li>(1)(A) a review of the importance of emergency amateur radio service communications relating to disasters, severe weather, and other threats to lives and property in the United States; and<\/li>\n<li>(B) recommendations for&#8211;\n<ul>\n<li>(i) enhancements in the voluntary deployment of amateur radio operators in <strong>disaster<\/strong> and emergency communications and <strong>disaster<\/strong> relief efforts; and<\/li>\n<li>(ii) improved integration of amateur radio operators in the <strong>planning<\/strong> and furtherance of initiatives of the Federal Government; and<\/li>\n<\/ul>\n<\/li>\n<li>(2)(A) an identification of impediments to enhanced amateur radio service communications, such as the effects of unreasonable or unnecessary private land use restrictions on residential antenna installations; and<\/li>\n<li>(B) recommendations regarding the removal of such impediments.<\/li>\n<\/ul>\n<\/li>\n<li>(c) Expertise- In conducting the study required by subsection (a), the Commission shall use the expertise of stakeholder entities and organizations, including the amateur radio, emergency <strong>response<\/strong>, and <strong>disaster<\/strong> communications communities.<\/li>\n<\/ul>\n<p>Such a study has long been sought by the <strong>ARRL<\/strong>.<\/p>\n<p><strong>HR<\/strong> 3630 is now up for consideration in the Senate where its prospects for passage are dimmed by the inclusion of a controversial provision concerning a pipeline project.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>I totally agree that the Amateur Radio service needs the study and if this is the way to get it I can give it a 51% positive, but the other 49% negative is that tacking totally un-related items on necessary or popular bills is not right.&#160; This is how we got into some of the big problems we have now with giveaways and other such strange things like illegitimate studies on the sex life of the fat head minnow or something like that. \u2013 WD0AJG<\/p>\n<p>&#160;<\/p>\n<p> House-Passed Payroll Tax Bill Includes Amateur Radio Study <\/p>\n<p>TAGS: amateur radio, amateur radio communications, amateur radio operators, amateur radio service,communications, disaster, disaster relief, disaster relief efforts, Emergency Amateur Radio, emergency communications, emergency response, homeland security, residential antenna installations, severe <\/p>\n<p><a href=\"https:\/\/www.ishmaels.net\/blog\/2011\/12\/15\/payroll-tax-bill\/\">&#8220;And Now the Rest of the Story &#8211; &#8220;Payroll tax bill?<\/a><\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"jetpack_post_was_ever_published":false,"_jetpack_newsletter_access":"","_jetpack_dont_email_post_to_subs":false,"_jetpack_newsletter_tier_id":0,"_jetpack_memberships_contains_paywalled_content":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":"","jetpack_publicize_message":"","jetpack_publicize_feature_enabled":true,"jetpack_social_post_already_shared":false,"jetpack_social_options":{"image_generator_settings":{"template":"highway","default_image_id":0,"font":"","enabled":false},"version":2}},"categories":[1],"tags":[12],"class_list":["post-9156","post","type-post","status-publish","format-standard","hentry","category-uncategorized","tag-christmas-letters","odd"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>Payroll tax bill?
