The bigger the company the &quot;craftier&quot; they are"},"content":{"rendered":"<p>I know that having policy is a good <strong class=\"StrictlyAutoTagBold\">thing<\/strong> in most cases \u2013 brings some repeatability and <strong class=\"StrictlyAutoTagBold\">control<\/strong> to important actions but some times they just get out of <strong class=\"StrictlyAutoTagBold\">control<\/strong> and most of that is in the application of <strong class=\"StrictlyAutoTagBold\">one<\/strong> that is difficult to understand at best.<\/p>\n<p>The interpretation of some of these things does away with the intent of the original idea \u2013 case in point.&nbsp; We have a policy that sets out how a \u201cconsultant\u201d must be hired to fulfill a <strong class=\"StrictlyAutoTagBold\">need<\/strong> in the <strong class=\"StrictlyAutoTagBold\">company<\/strong>.&nbsp; In the old days you justified the business case and got <strong class=\"StrictlyAutoTagBold\">one<\/strong> or two levels up approval (probably both) and then hired the consultant.&nbsp; Along came the new tracking systems and the division of powers and we then had to prepare the business case, get approval then present to \u201cpurchasing and contracting\u201d the info and they would go through it all again and <strong class=\"StrictlyAutoTagBold\">make<\/strong> out the \u201crequisition\u201d to hire at a rate etc\u2026 so the consultant could get paid because all payments were removed from the front line to a finance group but they could not do contracting so that was moved to the warehouse \u2013 purchasing and the advent of SAP put in place the Requisition first then the purchase order then the tickets through finance to match up with the <strong class=\"StrictlyAutoTagBold\">PO<\/strong> then payment might be issued for the service rendered\u2026 but recently we have added in the \u201cloop\u201d to run the whole <strong class=\"StrictlyAutoTagBold\">thing<\/strong> through Human Resources to identify that we <strong class=\"StrictlyAutoTagBold\">need<\/strong> to hire a person (consultant) so now we have to go first to HR to get a Personnel requisition raised so that can be justified that we do not have anyone internal to the operations that can assist in the needed work (crap if we did we would be looking for a consultant \u2013 right) anyway they have an approval <strong class=\"StrictlyAutoTagBold\">process<\/strong> that sometimes go to the VP level&nbsp; then it can come back and the PM&amp;L (purchasing Materials and ? \u2013 hell I don\u2019t even know what all that stand for anymore \u2013 used to be \u2018warehouse\u201d\u2026 anyway they have to approve the contact terms with the consultant and <strong class=\"StrictlyAutoTagBold\">make<\/strong> sure he has insurance, etc, etc.&nbsp; so that we can then \u201craise\u201d the requisition and notify them we have (which usually take a lot of their <strong class=\"StrictlyAutoTagBold\">time<\/strong> to help us get that done so it is useable) then they create the Purchase Order then we can request the consultant to arrive on a agreed date (here it is more complicated as we have to get a Letter of Invitation so the visitor can get a visa to come into the <strong class=\"StrictlyAutoTagBold\">country<\/strong> and that has to be approved by the <strong class=\"StrictlyAutoTagBold\">country<\/strong> manger, anyway\u2026 the <strong class=\"StrictlyAutoTagBold\">process<\/strong> appears to be a set of 3 concentric loops that may never spit out the required end product if <strong class=\"StrictlyAutoTagBold\">one<\/strong> does not constantly stay with it to divert it at the proper times\u2026 In the meantime several \u201cstake holders\u201d can introduce delays and modifications at any point\u2026<\/p>\n<p>The beginning of this <strong class=\"StrictlyAutoTagBold\">process<\/strong> was supposed to save the <strong class=\"StrictlyAutoTagBold\">company<\/strong> money\u2026 by better utilization of existing assets\u2026 but when your \u201cass-sets\u201d are scattered all over and so many times they have an input and each sees the problem differently and has a personal interest in the outcome it can be a really big, never ending, circle and the understanding of why gets lost in the execution of the authority levels trying to insure they are covered and can not be criticized for an incorrect outcome\u2026 whew!&#8230; in lay terms it is a SNAFU waiting to happen every time\u2026<\/p>\n<p>I just had <strong class=\"StrictlyAutoTagBold\">one<\/strong> that lasted 4 days\u2026 and I am totally wiped out over this\u2026 felt like I was in a cross between a volley ball tournament or an extended \u201cping-pong\u201d match\u2026 server up a <strong class=\"StrictlyAutoTagBold\">need<\/strong> or request and get back a requirement \u2013 fill that and serve it up and \u201cbong\u201d back it comes\u2026 over and over and over\u2026 it appears to be over and I sure hope so, I cant do another <strong class=\"StrictlyAutoTagBold\">one<\/strong> of those real soon\u2026<\/p>\n","protected":false},"excerpt":{"rendered":"<p>I know that having policy is a good thing in most cases \u2013 brings some repeatability and control to important actions but some times they just get out of control and most of that is in the application of one that is difficult to understand at best.<\/p>\n<p>The interpretation of some of these things does away with the intent of the original idea \u2013 case in point.&nbsp;
